Re: Washington Monument

Dear Dr. Feldman:

Thank you for your May 8, 2002 letter on the Programmatic Agreement (PA) and the Environmental Assessment (EA) for the Washington Monument project. I understand that the Park Service convened the PA's consultative "kick-off" meeting on May 14, 2002. I hope most of the issues raised in your letter were addressed at that time. Regardless, I would be happy to meet with you and I assure you that NCPC is committed to continuing with the PA's consultative process.

We appreciate your organization's comments and concerns about the EA. Those views should be considered in deciding whether an Environmental Impact Statement is appropriate. NCPC therefore encourages your organization to comment extensively on the EA during the public comment period.

While Section 106 consultation has been ongoing, it will become particularly active during the upcoming weeks and months in advance of NCPC's and the Commission of Fine Arts' consideration of the preliminary and final design for the Washington Monument. During this time, we are confident that many of the issues that are of concern to your organization, including the consideration of appropriate alternatives, will be examined as required by Section 106. Thank you for your organization's continued participation in this public process.
