NCPC Finds "No Significant Impact" From Monument Tunnels, Walls
Coalition Objects; Asks that Public Comment Period Be Reopened
The National Capitol Planning Commission issued a formal "Finding of No Significant Impact" (FONSI) from the tunnels and walls planned as "security improvements" for the Washington Monument. The finding was issued on Dec. 16, 2002, without giving the public adequate opportunity to comment.
On Jan. 2, the National Coalition to Save Our Mall adopted a resolution finding that the NPS and NCPC have acted prematurely and should rescind their findings. The Coalition also wrote to NCPC asking that the public comment period be reopened. Additionally, on Dec. 23, 2002, Don Klima, Director of the Office of Federal Agency Programs at the Advisory Council on Historic Preservation, wrote to the National Park Service expressing concern about the project.
On Jan. 9, the NCPC approved the Park Service's preliminary plans.
