Tomorrow evening, the National Capital Planning Commission (NCPC) is holding a public meeting to seek comment on the future of the "10th Street Corridor," also known as L'Enfant Promenade which runs south of Independence Avenue from the Smithsonian Castle to the Banneker Memorial Overlook, and beyond to the Southwest Waterfront.
You will recall that this area south of the National Mall is one the National Coalition to Save Our Mall has proposed is ideal for Mall expansion -- plenty of open space for large public gatherings and events as well as prime locations for museums, parking, and public attractions.

NCPC is hosting a Public Meeting to obtain your suggestions for the scope of the 10th Street Corridor Task Force Initiative. Task Force staff will provide an overview of the initiative, discuss the anticipated planning process, and introduce the ecodistrict concept as a potential redevelopment strategy. This will be the first of a series of public meetings to solicit the public’s suggestions for the project.
About the 10th Street Corridor Initiative
The initiative advances the Monumental Core Framework Plan’s vision for transforming the corridor and its environs into a model sustainable community and integrates the goals of Executive Order (13514) on Federal Leadership in Environmental, Energy, and Economic Performance.
The task force will identify strategies to improve mobility, urban design, and land use; and to capture, manage, and reuse most of the energy, water, and waste on site. The study will also identify the benefits, challenges, and life-cycle costs of potential improvements to the corridor.
The study area is bounded by Independence Avenue and Maine Avenue between 7th and 12th Streets, SW.

NEPA and NHPA Section 106 Compliance
NCPC, in its procedures for evaluating federal projects developed in Southwest Washington, will be accomplishing a National Environmental Policy Act (NEPA) document for evaluating the project in accordance with NEPA, and also the development of compliance information for the National Historic Preservation Act (NHPA) Section 106 review process, and in conformance to NCPC’s Environmental and Historic Preservation Polices and Procedures.
The evaluation under both NEPA and NHPA will include documentation of existing conditions, review of current planning activities, and development/evaluation of project alternatives and their potential environmental effects. Section 106 of NHPA requires NCPC to consider the effects of its decisions on historic properties and to ensure that private citizens and local governments have a voice in federal decisions that affect historic properties. As part of the assessment process and public involvement, NCPC is announcing the initial scoping of this project planning effort. The public may provide information and identify concerns that might be important to this planning within the NEPA and NHPA documents that are anticipated to be developed. All individuals and organizations may participate. Other federal agencies in the project area may become involved with this process either as co-lead or cooperating agencies for purposes of NEPA and are encouraged to take part.
