National Park Service temporary office trailer

Dear Coalition Friends:
From the National Park Service, below is a notice seeking public comment on plans for a new temporary office trailer to be located on East Potomac Park, near the Jefferson Memorial and across the Washington Channel from the District's Southwest Waterfront neighborhood.
The existing Park Service facilities at this site are also "temporary" modular units. Given the history of temporary buildings on the Mall and surrounding areas, and how difficult it is to get rid of them for decades, shouldn't this be the opportunity for the National Park Service to develop a long-range plan for its administrative needs? We would like to know what other alternatives were considered before the decision was made to place yet another temporary structure on this sensitive and highly visible site.
East Potomac Park, an island built on landfill most of which is in the flood plain, is home to the offices of both the National Capital Regional Office of the Park Service and headquarter of the "National Mall and Memorial Parks" unit of the Park Service that includes the National Mall as well as federal parks throughout the downtown DC area.
This project is not part of the National Park Service's newly completed National Mall Plan.

The National Park Service is seeking public comment on a project to install a temporary modular office unit at the park headquarters of the National Mall and Memorial Parks (NAMA). The existing facilities are at maximum capacity and do not have the space required for additional staff. The proposed modular office unit will be located in front of the NAMA Park Headquarters "Annex" building (i.e. the historic U.S. Engineer's Storehouse) located at 900 Ohio Drive, SW, Washington DC.
The scope of work includes installation of a 128 ft x 32 ft modular office trailer. The trailer will include two ADA compliant restrooms, a large conference room, a break room, offices, space for cubicles, printer/plotter/file storage areas, custodial room, utility/IT room and reception desk/waiting area. The modular office trailer will have a fire alarm system, security system, electrical, plumbing, HVAC, IT and communication lines and ADA compliant access ramp.
Information about this project including a site plan, elevation drawings, vegetation plan, and site views are available for comment and review at the NPS website for Planning Environment and Public Comment (PEPC) website http://parkplanning.nps.gov. Public comments will be received through August 30, 2010.
The NPS intends to coordinate Section 106 process with the National Environmental Policy Act per the ACHP’s regulations (36 CFR 800.8). The NPS intends to provide the public with information on this undertaking through the PEPC website. It is anticipated that these outreach efforts will accommodate both NEPA and the 106 process. The NPS anticipates a Categorical Exclusion for NEPA under NPS Director’s Orders 12, Section 3-4, Part C.18.
